Chapter 3 Pacifying the People Not valuing The Worthy causes The People not to quarrel Not prizing difficult to obtain goods causes The People not to steal [Being] unable to see that which they desire causes The People's hearts to be unchaotic This enables the Sage's Rule [By] Emptying their hearts [But] Filling their bellies [By] Weakening their ambitions [But] Strengthening their bones Continuously causing The People to be without such knowledge and without such desire indeed causes those who are clever to not dare to act [By] performing inaction Then nothing is left uncontrolled |
